Biographies

Roxanne Robert is a Senior Project Management Consultant holding a Master’s degree in Project Management (MPM) as well as PMP® and PRINCE2® certifications. She brings over six years of experience in providing strategic advisory services to organizations.

 

Specializing in the implementation of organizational project management practices, she supports clients across various sectors—including infrastructure, public transportation, and the maritime industry—to optimize governance, processes, and project performance. She is also Co-Founder of Novera Projet, where she promotes more organic and collaborative project management approaches.

 

Julie Vicario holds a Master’s degree in Project Management and is currently completing an MBA at Université Laval. She stands out for her in-depth expertise in managing complex projects.

 

Her experience at the consulting firm Novera Projet has enabled her to contribute to strategic mandates in public infrastructure and information technology. Julie combines strong mastery of project management methodologies with a deep understanding of technical, regulatory, and operational challenges.

She is recognized for her collaborative leadership style and her ability to mobilize multidisciplinary teams toward shared objectives. She excels in stakeholder communication and risk management, ensuring project success in complex and demanding environments.

 

Before joining Novera Projet, Julie began her career in information technology at Desjardins, where she developed strong expertise in agile approaches. She later served as an IT Program Manager, gaining broad versatility by leading both IT (agile) and infrastructure (traditional construction) projects within public and private sector organizations.

 

Workshop Description

Through an interactive and engaging simulation, this workshop offers a hands-on exploration of the impact of governance models on project management and performance.

 

Participants will compare two organizations delivering the same project:

  • A traditional hierarchical organization

  • A distributed authority (self-governed) organization

By experiencing both contexts, participants will directly observe how governance models influence collaboration, decision-making, timelines, and value creation. The simulation results demonstrate quantitatively that distributed authority organizations generally achieve greater operational fluidity and enhanced value creation.
