Description

Among the topics broached, there will be an emphasis on the following key elements (which are in tune with Minister Heurtel’s major points as presented in his Green Book):

  • The fight against climate change
  • Simplifying the environmental authorisation system and the environmental analysis process
  • Controlling the environmental authorisation system according to the risk a project represents
  • Increasing information access
  • Increased public participation in environmental issues

Pierre Olivier Charlebois, Associate, Fasken Martineau

Pierre-Olivier Charlebois practices in the areas of environmental, mining, energy, and climate change law. He is also leader of the firm’s national Corporate Social Responsibility law group.

In environmental law, he renders opinions on compliance of industrial and mining projects with environmental laws and regulations. He advises clients on obtaining authorisations and environmental permits and guides them through the environmental impact assessment process. Mr. Charlebois also provides guidance on environmental issues that turn up in the course of commercial and real estate transactions which also include negotiating and drafting of contracts and participation in the due diligence process. In addition, he offers advice on the implementation of projects involving the rehabilitation of contaminated land. Mr. Charlebois possesses expertise in water planning legislation and, as such, acts as an advisor in the development of water sampling and disposal plans and specifications for industrial activities.

In mining law, Mr. Charlebois advises clients regarding the environmental aspects linked to the acquisition, restoration and closure of mines. As part of the team dedicated to Quebec's Plan Nord mining strategy he assists mining corporations in the realization of their projects as regards obtaining authorizations and environmental permits and negotiating energy supply contracts.

In energy law, he acts as advisor to public and private energy providers of biomass, cogeneration, biogas, hydroelectric and wind power on regulatory and commercial issues, participates in the drafting and negotiation of contractual agreements for power supply and transmission, and represents clients before the Régie de l'énergie du Québec.

Mr. Charlebois heads the activities of the firm’s national Corporate Social Responsibility (CSR) law group. As such, he helps clients implement the Aboriginal, environmental, regulatory, and other aspects of their CSR strategies and policies within their businesses. During development projects, he assists clients in their relations with local communities.

In matters of climate change law, particularly as it applies to Canadian and Quebec legislation, Mr. Charlebois makes his experience and knowledge of the carbon market readily available to clients.
