Description

This presentation is a deep dive into Earned Value Management (EVM) at the intersection of procurement and project management. It explores the core principles of EVM, Canadian and U.S. federal policy directives (notably DND, CIRNAC, and OMB regulations), as well as essential quantitative performance metrics such as Planned Value (PV), Earned Value (EV), Actual Cost (AC), Schedule Performance Index (SPI), and Cost Performance Index (CPI).

In addition, the document outlines the implementation of Earned Value Management Systems (EVMS) compliant with the EIA-748 standard, the role of Integrated Baseline Reviews (IBRs), U.S. DoD IPMR reporting standards, and governance pillars. It addresses common industry challenges, such as the SPI paradox, while emphasizing proactive risk management, schedule credibility, data-driven decision-making, and better alignment between procurement and technical leadership.
